texture factory allows you to generate and modify bitmaps.  It has several procedural generators, some of which are suitable for creating animated sequences as well as single images, in several image formats.  texture factory can also import existing bitmaps (stills or sequences), filter them, and save them out again.

The generators are: reaction-diffusion (animatable), gradient, plasma clouds, gradient noise, checkerboard, Mandelbrot set, image (animatable), and flame (animatable). 

All of these have several settings to create a variety of effects, which can then be further modified by the filters: RGB Adjust, BCG Adjust, Negative, HSV Adjust, Sharpen, Soften, Scanlines, Flip X, and Flip Y.
